The HCCH circulated e-APP notifications from both Japan and Saudi Arabia on 22 May 2026. Japan's Ministry of Foreign Affairs opened an e-Register for apostilles issued with a QR code from 1 June 2026, while Saudi Arabia's Ministry of Foreign Affairs now lists every apostille it issues in a searchable register. Both allow receiving authorities to verify an apostille without contacting the issuing office.
Who it affects
Recipients of Japanese or Saudi apostilled documents, and holders of those documents who need to prove authenticity abroad.
What changes in practice
- Japanese apostilles issued on or after 1 June 2026 carry a QR code and can be checked online.
- All Saudi-issued apostilles can be looked up on the MOFA register.
- Verification no longer requires email or phone inquiries to the issuing authority.
