Utah launches statewide online apostille ordering with digital delivery

3 September 2026

Utah's Office of the Lieutenant Governor opened ApostilleXpress, an online platform where customers upload scans, pay, and receive apostilles or authentication certificates electronically without visiting the Capitol or mailing originals. The state describes the digital certificates as legally equivalent to paper and offers verification at verifyapostille.utah.gov. Local reporting put the vendor surcharge at about $70 on top of the state fee and noted that security-paper vital records are not yet eligible.

Who it affects

Holders of Utah-notarized or Utah-issued documents, particularly those outside Salt Lake City or abroad, and recipients who accept electronic apostilles.

What changes in practice

  • Eligible documents can be apostilled entirely online; originals stay with the customer.
  • Digital certificates can be sent to several recipients at once.
  • Birth and death certificates still require the paper process.
  • In-person service now requires an appointment, and fees changed on 1 July 2026 ($20 in-person, $5 mail-in or electronic).
