The 14th International Forum on the electronic Apostille Programme met in Marrakech on 12-13 May 2026, the first time in Africa, with over 320 participants from 55 Contracting Parties. Delegates recorded that 61 Contracting Parties now operate an e-Register and 44 of those also issue e-Apostilles. The conclusions state that failing to accept a valid e-Apostille breaches the Convention and tell holders to report refusals to the issuing authority, which should request a written explanation.
Who it affects
Anyone holding an electronically issued apostille, and authorities or institutions that receive them.
What changes in practice
- Competent authorities are urged to implement both e-Register and e-Apostille components.
- Asking a recipient in advance whether an e-Apostille will be accepted is labeled poor practice.
- Systemic refusals should be reported to the HCCH Permanent Bureau.
- Further HCCH guidance on e-Apostille acceptance is planned for the 2028 Council meeting.
