Mexico's Ministry of Interior (Secretaría de Gobernación) began issuing electronic apostilles on 1 October 2025 for federal criminal background certificates issued by the Secretariat of Security and Citizen Protection. The HCCH circulated the notification in December 2025. Verification is by scanning the QR code on the certificate.
Who it affects
Mexican nationals and residents who need a federal police-record certificate for visas, employment or residency abroad.
What changes in practice
- Federal criminal-record certificates can be apostilled without a paper certificate.
- Recipients verify authenticity by QR code rather than contacting Mexican authorities.
- State-level documents still follow each state's own apostille process.
