How to Apostille a Professional License (Nursing, Medical, Engineering, Teaching)

Licensing boards are state agencies, so a license verification signed by the board is a state public document; a notarized copy of the license certificate is the fallback. Registration abroad often also requires primary-source verification through a separate service.

Board letters vs. notarized copies

  • Board verification / letter of good standing — issued by the state board (nursing, medicine, pharmacy, engineering, teaching, law, accounting). Where the board official’s signature is on file with the Secretary of State, it is apostilled directly; many boards instead have the letter notarized on request.
  • Notarized copy of the license certificate or wallet card — where state law allows copy certification.
  • Transcripts and diplomas are usually requested alongside — see diploma and transcript.

Primary-source verification

Many regulators abroad (the UK’s NMC and GMC, Ireland’s NMBI, Australia’s AHPRA, the Gulf’s DataFlow process, Canadian provincial colleges) require verification sent directly from the issuing board or through services such as Nursys, CGFNS, EPIC or DataFlow. Apostilles supplement but do not replace these; follow the regulator’s instructions for which documents need an apostille.

Country patterns

  • Spain, Italy, Portugal, Mexico, Brazil — apostilled license and degree with sworn translations for homologación / professional recognition.
  • UAE, Qatar, Kuwait, Saudi Arabia — attestation chain for licenses and degrees, plus DataFlow verification; Saudi Arabia accepts apostilles since 2022.
  • Germany — Anerkennung through the state authority; apostilled license and degree with certified translations.
  • Australia, New Zealand, Ireland, UK — primary-source verification is central; apostilles required for specific documents (e.g. certificates of good standing) by some regulators.

Recency

Letters of good standing are commonly required within 3–6 months of the registration application.

Common reasons for rejection

  • Board letter signed by someone not on file and not notarized
  • Copy certified in a state that forbids it
  • Letter older than the regulator's window
  • License from one state apostilled by another

Frequently asked questions

Can I apostille my nursing license for the UAE?

Yes — the chain is state authentication, U.S. Department of State authentication and UAE Embassy legalization (the UAE is not a Hague member), typically alongside DataFlow verification.

Is a board letter better than a notarized copy?

Usually. Regulators prefer documents from the board; a notarized copy is accepted where the regulator’s instructions allow it.

Does the apostille verify that my license is active?

No. It authenticates the signature on the document. Regulators verify status through the board.
