Qatar

Not a Hague member

Qatar is not a party to the Hague Apostille Convention — Not a party to the Apostille Convention (absent from HCCH status table); embassy legalization required.. An apostille will not be accepted. U.S. documents must be authenticated and then legalized: state authentication certificate (for state documents), U.S. Department of State authentication, and legalization at Qatar's embassy or consulate in the United States.

The route, step by step

  1. State authentication (state documents)

Request an authentication certificate from the state competent authority, naming Qatar as the destination.

  2. U.S. Department of State authentication

Submit the state-certified or federal document to the Office of Authentications with Form DS-4194 and $20 per document.

  3. Legalization at the Qatar embassy or consulate

Embassy of Qatar, Washington DC, after US Dept of State authentication. Commercial export documents go via US-Qatar Business Council ($45 per stamp) before the embassy; embassy/MOFA attestation QAR 100-150 (~$27-41) per document per USQBC page.

  4. Translation

Confirm whether Qatar requires a translation and at which stage.

Using U.S. documents in Qatar

Qatar is not a Convention party. The chain is state authentication (for state documents), U.S. Department of State authentication, then legalization at the Embassy of Qatar in Washington, D.C., followed by attestation at the Qatar Ministry of Foreign Affairs after arrival. Typical documents: degree certificates for work visas and the Ministry of Education’s recognition process, marriage and birth certificates for family residence permits, FBI background checks for some employers, POAs and corporate documents for company registration and property (commercial documents commonly require Chamber of Commerce certification first and carry higher embassy fees). Arabic translations by a translator licensed in Qatar are required for most official uses. The embassy publishes document-specific requirements and fees.

Why U.S. documents are sent to Qatar

Qatar-specific points

  • Non-Hague: notarize/state-certify, then US Dept of State authentication certificate (Form DS-4194, $20/doc, ~4 weeks by mail), then legalization at the destination country's embassy/consulate.
  • Final attestation by Qatar's Department of Consular Affairs (MOFA) in Doha is required after embassy legalization.
